This Forum session provided an opportunity for thoughtful discussion of the proposed changes to Medicaid benefits and cost-sharing standards under consideration by Congress in the 2005 budget reconciliation process. Speakers presented research examining the impact of cost-sharing and benefits modifications on Medicaid program enrollment and access to care. The Medicaid reform recommendations by the National Governors Association (NGA) were also described, and individual state perspectives from Illinois and Rhode Island were offered. The panel discussion considered how the cost-sharing and benefits proposals will affect states, beneficiaries, and the federal government.
